Same data infrastructure as License Radar, different surface. Radar is the research engine — pulls everything, surfaces new contractors. Watchdog is the monitoring layer — locked to the list of subs a GC already trusts, watching for drift. Two tools, one underlying scraper.

Audience starts with GCs, builders, and the operators on Listpaver who are already managing a list of trusted subs. Eventually the contractors themselves want their own renewal/compliance dashboard — that's the next surface.
